Origin of Problems
In light of the experiences of European and American countries administrating their Senior Civil Services over more than 30 years, there is much Taiwan could learn in order to establish its own Senior Civil Service, such as its definition, titles, and selection procedures. This article consolidates information on the systems of Senior Civil Service administration of members of the Organization for Economic Co-operation and Development (OECD) countries and European Union (EU) countries, and analyzes selective case studies.
