　　近年來南海緊張情勢不斷升高，美國高調介入南海問題，導致南海出現中美博奕局面。美國的亞太政策，尤其美國總統歐巴馬所提出之重返亞洲或亞洲再平衡策略都強調美國在南海擁有重要國家利益，因此採取高調介入的政策主張與實際作為。美國的南海政策或與南海相關之戰略安全、法律，以及「美－臺－中」三角關係逐漸成為被高度重視與深入研究的重要議題。
     國內專門探討美國南海政策或與南海爭端相關之專著十分缺乏。基此，作者將二十多年來發表於國內和國際期刊或相關出版品與美國和南海爭端相關的中、英論文集結成書，其中包括美國的南海政策、美國國會有關南海爭端之立法行為、美國有關南海歷史性水域主張之反應、美國與東協就南海議題的互動、中國與美國有關南海議題之潛在衝突，以及中美在南海上空所發生軍機擦撞事件。期望此論文集之出版對政府相關部門或有興趣研究美國南海政策立場者能有參考的價值。
